Georgia Statewide Coordinated Statement of Needs (SCSN)

The Statewide Coordinated Statement of Need (SCSN) is a written statement of need for the entire State developed through a process designed to collaboratively identify significant HIV issues and maximize Ryan White HIV/AIDS Program coordination. The SCSN process is convened by the Part B grantee, with equal responsibility and input by all programs. The SCSN reflects a discussion of existing needs assessments, and includes a brief overview of epidemiological data, existing quantitative and quality information, and emerging trends/issues affecting HIV care and service delivery in the State. The SCSN identifies broad goals and critical gaps in the life-extending care needed for people living with HIV/AIDS both in and out of care. The SCSN is developed by key stakeholders throughout the State including representatives from all Ryan White HIV/AIDS Programs, persons living with HIV/AIDS, providers, and public health agency representatives.

Comprehensive HIV/AIDS Service Plan

Comprehensive HIV services planning is a central focus of the Ryan White HIV/AIDS Treatment Modernization Act of 2006 and an essential component of Ryan White programs. The Ryan White Part B Program developed a comprehensive plan in 2006. By February 1, 2009, the Part B Program must develop an updated comprehensive plan addressing the organization and delivery of health and support services in the State.

The 2006 comprehensive HIV services planning process undertaken in Georgia required Ryan White providers, other HIV/AIDS providers, other public agency representatives, and persons living with HIV/AIDS to ask four questions related to the state’s HIV health service delivery system and to engage in a planning process that resulted in a written Comprehensive HIV Services Plan. The four questions addressed are:

• Where Are We Now? What is Our Current System of Care?
• Where Do We Need To Go? What System of Care Do We Want?
• How Will We Get There? How Does Our System Need to Change to Assure Availability Of And Accessibility to Core Services?
• How Will We Monitor Our Progress? How Will We Evaluate Our Progress In Meeting Our Short-and-Long-term Goals?
