HIV Prevention Program

HIV Counseling and Testing

County health departments in Georgia offer HIV counseling and testing (C&T) services:

  • HIV antibody testing: Testing routinely done on blood samples. Some sites offer oral testing and/or provide same-day results.
  • HIV prevention counseling: Helping individuals address HIV risk reduction.
  • Referrals (including access to medical care for persons who test positive).

In addition, certain community partners are funded to provide HIV C&T services. Other agencies/organizations also provide their data to the HIV Unit.

The HIV Unit manages HIV antibody testing data, regardless of test results, conducted in Public Health programs and related agencies. The HIV/AIDS Epidemiology Section manages data collected through HIV and AIDS Case Reporting.

HIV Prevention Interventions

Federal (CDC) funds for HIV prevention interventions are administered by the HIV Unit. These interventions must be science-based and must have evidence of effectiveness. Many of these interventions have been evaluated by CDC and are part of CDC’s Diffusion of Effective Behavioral Interventions (DEBI) efforts. Training for prevention interventions is provided by national capacity providers and/or the HIV Unit Training and Capacity Building Team.

Community based organizations and other agencies are invited to apply for funds for HIV prevention services when funding is available. Announcements of availability of funding are placed on the Georgia Department of Administrative Services (DOAS) Procurement Registry website. HIV Prevention Community Planning

HIV Prevention Community Planning is a CDC-mandated process in which people from different walks of life and different interests, responsibilities, and involvement in HIV prevention come together as a group to plan how to prevent HIV infection where they live. The primary task of the community planning group is to work with the state health department to develop a Comprehensive HIV Prevention Plan that is based on scientific evidence and community needs.

The Georgia HIV Prevention Community Planning Group (GCPG) works with the Georgia Department of Public Health to develop the Georgia Comprehensive HIV Prevention Plan, which describes Georgia’s HIV prevention program. It was developed in part based on the Georgia Epidemiologic Profile.

Membership of the GCPG includes persons from the community as well as representatives of related government agencies. Persons interested in serving on the GCPG are encouraged to submit a membership application.

Pregnant Women and HIV Testing

In most cases, proper treatment can prevent transmission of HIV from a pregnant woman to her baby. But the health care provider must be aware that the woman has HIV – she must first be tested.

The “Georgia HIV Pregnancy Screening Act of 2007,” House Bill 429, requires every physician and health care provider who assumes responsibility for the prenatal care of pregnant women during gestation and at delivery to test every pregnant woman for HIV except in cases where the woman refuses the testing.
