Needs Assessment Subcommittee
Develops mechanisms for an annual prevention needs/risk assessment to maximize resources and establish priorities among identified risks, provide trend data to track the effectiveness of prevention activities, identify all national and state data sources, conduct a multi-indicator analysis and make recommendation for contracting for ongoing needs assessment data collection and analysis, including Prevention DSS.
Planning Subcommittee
Crafts a strategic plan to develop policies and procedures for use of needs data to address gaps in prevention services.
Capacity Building & Infrastructure Development Subcommittee
Workforce development for existing prevention specialists and providers and SIG sub grant recipients to include skill standards for substance abuse, violence, juvenile delinquency, and child abuse and neglect prevention professionals; provider development and accountability to promote and ensure good stewardship of public funds; development of prevention standards of practice; and capacity/readiness of community-based organizations to implement science-based prevention programs.
Cooperative Streamlining & Sustainability Subcommittee
Ensures optimal use of substance abuse prevention funds including the identification and documentation of all prevention funding streams, assists the Funding subcommittee in developing an equitable plan for distributing funds to maximize and avoid duplication of prevention services. Explores methods to promote the sustainability of sub recipients beyond the SIG.
Funding Process (of Grantees/sub-recipients) Subcommittee
Creates a rational and equitable method of distributing funds to local communities that reduces inefficiencies of multiple solicitations common across state agencies through the development of a common RFP (Request for Proposal), establishment of standard review criteria, inclusion of a results-focused work plan as a condition of funding, and methods of building capacity of unsuccessful applicants.
Collaboration Beyond SA Prevention Subcommittee
Examines current and potential opportunities for collaboration between substance abuse prevention and related programming. Efforts will be directed at utilizing lessons learned in substance abuse prevention to broaden collaboration beyond substance abuse.
Advocacy & Public Relations Subcommittee
Develops strong relationships with key supporters of prevention throughout the state. It will study the role of policies that promote prevention such as merchant education and fines, alcohol and tobacco sale control policies, hospital incidence reporting requirements, and the efficacy of establishing a Statewide Substance Abuse Prevention Policy. Provides oversight for all media related efforts of the CAAC; drafting and releasing all approved press releases via communications offices, serving as advisors to the Governor, point of contact for print, television and radio.
Evaluation and Prevention Science Research and Data Collection and Management Structure Development Subcommittee
Addresses all aspects of assuring that the SIG process and resultant programming are monitored and assessed with rigor. Focuses on planning process monitoring and developing evaluation designs for program monitoring, program outcome measurement & reporting. Will be charged with assuring that the technological requirements for data collection and analysis are designed and included in the overall planning for the full SIG. An assessment of the readiness of current providers as well as state agency entities will be made.
Youth Subcommittee
Self define function and input on all aspects of the process. Provide youth perspective on all 8 Subcommittee functions, current state of prevention in Georgia, and on developing a comprehensive plan.
