Division of Public Health Data Policy Committee (DPC)

Purpose
The purpose of the Division of Public Health Data Policy Committee is to develop Georgia Department of Public Health policy for data collection, data man-agement, and data distribution. The Committee is responsible for developing Division data standards, practices, and to implement approved data policy. For example, DPC activities include data quality standards, protocols, and the standardization and certification of data exchange between Division Programs and District Health Offices. Data Integration
Data Integration of Intra-Division data is the lynchpin of the DPC; the committee will develop methods and implement procedures for the integration of data between Division branches. This is accomplished by creating common identifying information for division data sources, and linking by common geog-raphy. In addition, these data integration requirements will be applied to data acquired from outside agencies to assist in decision-making.

  • Define your project and system requirements: A guide for program managers and directors. - This guide is a synopsis of Applying Use Cases: A Practical Guide written by Geri Schneider and Jason P. Winters (1998) and published by Addison-Wesley. It helps an organization decide what it's going to do, and answers "does it make sense to continue with this project?" Once answered, the guide helps answer whether the project be completed within the time frame.

    The guide includes sections on defining what is and is not within the boundaries of your system, identifying actors that play a role in the system, and the functionality required of the system. Also covered is use of Activity Diagrams to help model what a system is to accomplish.

Committee Membership
Committee Membership consists of Branch and District Representatives who are responsible for having sufficient knowledge of Branch or district data re-quirements to represent the Branch needs to the Committee. Also, they must act as Committee Liaison to the rest of the Branch or District on Committee activities and actions, data standards and practices, data obligations, and data integration.

Programmatic Liaisons are responsible for having sufficient knowledge of Program data requirements to represent Program needs to the Committee. Also, they will be Committee Liaison to their Program on Committee activities and actions, data standards and practices, data obligations, and data integration. Likewise, county liaisons are responsible for communicating county data requirements to the committee.

Working Groups
Working Groups accomplish specific Committee functions; membership is determined at the time of formation. The Working Group leader is the point of contact between the Committee and the Working Group. This person provides progress reports to the Committee Coordinator. The Working Groups may call upon the Committee Coordinator for coordination of Working Group meetings.

The Working Group shall prepare a final report to document the completion of assigned tasks. The report will include a statement of the Task; a narrative describing the background of the issue the task addresses; a discussion of the effect recommendations have on Division, Program, District, and County operations, and an estimated cost required to implement and maintain rec-ommendations or task outcomes as appropriate.
