Office of Capacity Building
Purpose
The Office of Capacity Building, within the Maternal and Child Health (MCH) Program supports the application of best practices and standards of care in order to enhance the units at the state and local levels by providing continuous quality improvement and technical assistance through leveraging resources, eliminating duplication of effort, ensuring accountability and assuring a competent workforce.
Basic Functions
Core functions and activities of the Office of Capacity Building is to assist with assuring quality program development and implementation by providing quality improvement, technical assistance and guidance in the following areas:
- Federal and state performance reviews
- Evaluate all functional programmatic line items annual work plans that include accountability and responsibility for compliance and improvement based on federal and state regulations
- Ensure monitoring tools are able to effectively evaluate program operations that identifies relevant variables and methods of measurement as identified in the federal and state regulations
- Review/monitor to ensure programs are clear on processes which include outcomes, deliverables, timelines and their relationship to federal and state regulations
- Ensure work process improvement is linked directly with improving client satisfaction and compliance
- Assess if the program has a vision for improving productivity processes that are beyond “just” cost reduction
- Identify technical assistance and training based on corrective action findings and MCH programs’ needs.
- Provide technical assistance and training to MCH programs and community organizations in order to improve and strengthen services
- Provide oversight and directives to MCH programs in the development and implementation of TA work plans
- Identify technical assistance strategies based on best
practices
- Collaborate with MCH programs in the development of building partnerships that will assist in achieving and implementing MCH goals
